４日未明にベトナムに上陸した台風２３号により、ベトナム中部や南部が大きな被害を受けた。上陸後に地元当局が発表した情報では、瞬間風速は２５メートル、４万戸以上の建物に被害が出て、およそ３万人が避難したと伝えられていた。軍の情報によると、最も被害が大きかったのは南部カインホア省の省都ニャチャンで、復旧作業には軍の機器を派遣している。
